That would be a fine all around mix. Corn is a heavy nitrogen feeder though. You will want to give it extra N.

As far as hand tools go, I use a regular garden hoe and rake. I have a big garden and I use a Troybilt tiller to do most of the work.
I agree with geefrank. A sharp tool saves a lot of work.
